1. 什么是“第二职业(Second Career)”培训项目?

答: “第二职业(Second Career)”是安省政府免费的技能培训资助项目，目的是帮助失业人士通过培训来增添新的技术来满足就业需求，最高补助额度能达到28000/人，其中包括学费、学费、考试费、生活费、托儿费和交通费等。

2. “第二职业(Second Career)”新政策是什么时候出台的?

答: 2008年6月安省开始出台推行“第二职业(Second Career)”培训计划，但到09年10月，已有超过21,000失业人士接受培训，远远超过3年内培训20,000人的目标，并不断有更多申请人士等待审批。因资助人数大大超过预计，资金出现短缺，09年11月20日新政策实施，但由于符合条件申请者太多，6月8日再次调整政策。

3. 申请“第二职业(Second Career)”政府免费培训计划的好处是什么?

4. 安省“EI学费(Skill Development)”和“第二职业(Second Career)”培训资助是一回事吗?

答: 2009年11月20日前各自运营，之后合并。Second Career的申请者不一定非要领取到EI才能申请，也就是工作超过160小时就可以申请；可选择私立培训学院，也可选择公立College，学制灵活。

答: 申请人必须符合如下资格: (1)申请人于2005年1月1日或以后下岗; (2) 申请人现在还没有工作或就业不足; (3)申请人能够证明起申请的培训课程会带来良好的就业机会.

6. 符合“第二职业(Second Career)”资格的人都可以得到资助吗?

答: 并不是所有符合资格的人都可以得到资助，还必须：(1)积极找工时间长短 (2)失业时间长短 (3)教育程度(高中学历,或非加拿大大学学历得分最高) (4)工龄长短 (5)申请培训专业的就业前景 (6)培训类型 (Diploma 课程得分最高) (7)工作经验与当前就业市场可供职位的关联程度

答: 1. 在ROE上属于A (Lay off)的人士，Contract 结束，企业重组，残疾，甚至是Maternity(生孩子)或Parental EI的人士都可以申请，申请者失业的范围扩大； 2. 申请人最高学历为高中或虽有高等学历但不被安省承认也可以申请；3. 以往规定申请人每周工作时间不得操过20小时，新政策可以超过20小时，但薪水不超$435元每周也可以，但一定是在 NOC Code(国家职业代码) D 类领域(Labour 领域)才可

8. 如果“第二职业(Second Career)”申请已经被拒绝,还可以申请复查吗?

当Sue用激动的话语和我说“我成功了，我批下来了”，我真的为她高兴。不是吗？在2009年11月20日安省学费政策改革后，很多正在和准备申请的人都感觉程序较以前繁琐，很多朋友也放弃了申请，结果继续从事Labour工作。可这样的生活真的是我们这些具有一定技术背景的华人移民所追寻的吗。Sue是去年10月份来维多利亚咨询EI学费的，来加拿大之前一直做计算机，但因英语和技术两大原因，并没有在加国做回专业工作。正好她被Lay off了，她不想错过这个“失业变就业”的契机，所以选择了申请政策免费学费来提高自己，实现专业工作的梦想。可是她的申请因为申请政策调整变得并不顺利--11月初，她约见了Counsellor，很顺利的拿到表格，填好并交上；11月底，Counsellor跟她联系说她被拒了，因为不接受新Case。这个突然的变化，让她很无措但并没有放弃，在维多利亚的协助下，她更换了新的Counsellor再申请。这次同样做足了准备，从简历修改，到找工记录准备都字字斟酌，从面试环节到评估标准都环环相扣，今年1月份，她很顺利的通过面试、交表，原想可能最快要5月份才能批下来，没想到3月初就申请成功。她的成功故事同样告诉我们，努力不一定会成功，但放弃终会失败！还有个故事不得不分享，有个老板手把玻璃杯子握在手里，他问:“如果我松手，这只杯子会怎样?”“摔在地上，碎了”“那我们试试看。”他说。他手一松，杯子掉到地上发出清脆的声音，但并没有破碎，而是完好无损。他说：“即使有10个人在场，他们都会认为这只杯子必碎无疑。但是，这只杯子不是普通的玻璃杯，而是用玻璃钢制作的”。这样的人，即使只有一口气，他也会努力去拉住成功的手，除非上苍剥夺了他的生命；这段经典的对话也再次证明，只要不放弃，终将会成功。所以，许多不可能都存在于自己的想象之中，伸出你的手，让我们共同努力，实现加国梦想-- 维多利亚寄语
